I work at such a place (and love it!) and we have the ability to hire new researchers without having to go through the approval process that many departments have to go through to get a new faculty line. We have, in the past, been contacted out of the blue by someone who was a great fit for us. We had enough funding to support a new position, so we hired her quickly.
The great thing about working at an affiliated institute is that you get all the benefits of an academic setting without the tenure pressure.
